THE EIGHTIES (1983-1989)

 

1983

 

On February 8th, the State Board meeting was held in Atlanta, Ga. Vice-President Maloof called the meeting to order. Secretary Stafford reported that the magazine ad sales were up this year and advised he is not getting enough editorial materials from the local lodges.  Brother Roberts discussed the following bills in the State legislature this year.
        
H. B. 276 - A bill to exempt from State Income Tax all police pensions.
H. B. 153 - A bill to add contract firemen to the $50,000 death benefit
H. B. 173 - A bill to add probation officers (adult) to the $50,000 benefit.
S. B. 191 - A bill to add Juvenile probation officers to the $50,000 benefit.

It was decided to oppose all three bills that added more people to the indemnification bill.

 
S. B. 70 - A bill having to do with 10% add on to fines and forfeitures.
S. B. 67 - A bill to equalize jury strikes for prosecution and defense. also, none would be exempted from jury duty automatically.
H. E. 130 – DUI Bill.

It was decided to support the above bills.

A report was given by Susan Allen of the Easter Seals Center of Atlanta.

On June 8th, thru 11th the 14th, Annual Conference was held in Stone Mountain, Ga. President Peacock called the meeting to order and introduced Brother Bob Spiegel, Past President of the Florida State Lodge and Brother Horace Hodges, President of the Alabama State Lodge, who addressed the membership.  In other business it was noted that no by-laws changes were mailed out prior to the state conference even though some changes were to be made. All changes will be postponed until the 1984 conference. Brother Kinsman talked about the 15-year history to be published by the Georgia State Lodge. Brother Jeter talked about the 1983 survey books. Brother Harvey Blanton made a motion to increase the State Lodge natural death benefit to $300.00.

The Kids fingerprint program was discussed and a committee was formed to study the program and report back at the post conference. The committee is: Brothers Hopkins, Polak, Johnson and Sarge Orr.

Brother Dyer asked the By-Laws committee to draw up a by-law change making the National Trustee a part of the State Board.

Brother Johnson discussed the purchase of an automobile for the State President, and it was decided to purchase an automobile up to $12,000. At the post-conference meeting it was decided to start the Kids Fingerprint Program and to use $10,000 to get the program running.
Brother Peacock discussed the method of handling by-laws changes. Brother Jeter made a motion that all by-laws changes be submitted through the local lodge secretaries on letterhead of the lodge and carry the lodge seal the same as the guidelines in the National by-laws.

 

On November 19th and 20th, the State Board Meeting was held in Atlanta, Ga. President Maloof called the meeting to order. President Maloof presented twenty-year pins to Brother David Banks and J. W. Smith and Gold F. O. P. rings were given to Past-Presidents. Secretary Stafford advised that the executive board had met with the magazine publisher and discussed the renewal. State Attorney Hartness announced that he and Dale Jablonski, Publisher of Ga.F.O.P.News ,is offering a $1000 award to the member that signed up the most new members with a minimum of 25 between December 1st. and June 20th.The new members must have their dues paid in full for the year.

 

1984

 

On February 14th, the State Board meeting was held in Atlanta, Ga. President Maloof called the meeting to order. Secretary Stafford advised that the magazine contract with the Dale Publications had been renewed for five years. Brother Bassett talked about By-Laws changes and advised the committee would go over the changes to be made at the State Conference. Brother Kinsman advised that local lodges were not sending in information for the History book and if there is no more interest for the project be discontinued. Brother Hopkins announced that the State Lodge had purchased video equipment which is to be used to film activities of the State Lodge. It was also decided that if the officer of the year was not a board member the State Lodge would pay the expenses of the officer to attend the State Conference. Brother Peacock made a motion that Brother Joe Phillips of the FOPA in Savannah be allowed to travel on behalf of the FOPA at State Lodge expense.

President Maloof gave a report on the investigation of a complaint by Atlanta Lodge #8 against Clayton County Lodge #13 concerning their membership. Brother Jeter noted that the complaint was not properly filed. No action could be taken on the complaint. He also noted that the issue should be considered a dead issue and should not be brought up again unless some Brother or Sister of the complaining lodge is willing to go under oath and file an Affidavit questioning the membership of any other lodge.
Brother McMichael asked for the video equipment to be used in Columbus to document the Armed Confrontation Training Program and it was approved.

 

On June 20th thru 23rd, the 15th Annual Conference was held in Gainesville, Ga. The Conference was called to order by President Maloof. National President Dick Boyd addressed the conference and talked about the National Lodge’s programs and incoming new programs. Alabama State President Horace Hodges also addressed the membership. It was advised that the State Lodge had purchased a banner for the State Lodge Auxiliary. Brother Bassett read and he proposed by-laws changes. All changes were discussed and voted on. All amendments passed. State Attorney, Eddie Harness spoke concerning two members from the same lodge holding one of top four state officers’ positions. Brother Peacock offered a resolution concerning two members from the same lodge holding two of the top four state officers’ positions. The resolution stated that only one could hold office. A vote was held on the resolution and there were 40 votes in favor and 33 votes against.

Brother Peacock, Chairman of the Legal Aid Committee, recommended assistance be given to East Point Lodge #12 in the amount of $2,000.00. He also recommended to give to the Decatur Lodge #58 legal aid, but noted that the lodge was not in good standing at this time. Once the lodge became in good standing the assistance be granted. It was also decided that any member of the State Board that served more that 10 years be given a gold membership card. Brother Hopkins discussed a missing children’s program and Dale Jablonski Publisher of the magazine, discussed the program.

Brother Dyer made a motion to make an amendment to the by-laws concerning one member, one lodge on the Executive Board’s four top positions.

 Voting ballots were passed out and voting took place.

The Conference Site for 1985 will be Columbus, Ga.

The banquet and installation of officers was held on Friday night.

At the Post Conference meeting Attorney Hartness re-issued the challenge made by himself and Dale Jablonski to award $1000 to the member bringing in the newest members for a year from conference time until the 1985 conference. He also added a challenge that if his challenge was not met the state lodge would have to pay, he and Dale $2000. It was decided that a new lodge be given three months free telephonic legal advice service from the State Lodge after the Lodge is chartered. Secretary, Stafford asked that he be allowed to buy a new copy machine and typewriter for his office, and it was approved.

 

 On October 6th and 7th, the State Lodge meeting was held in Savannah, Ga. President Maloof called the meeting to order. Secretary Stafford talked about the speeders program, and it was noted that 55 Georgia newspapers covered the contest as well as some out of state media. It was approved to do the speeders contest again offering a prize to a Georgia police officer and an officer from another state. Brother Johnson spoke concerning the state conference. He noted that Callaway Gardens was being considered but it would be expensive. The room rates would be $82.50 per day. Secretary Stafford stated the lawsuit against the state lodge filed in Phoenix, Arizona had been dropped. President Maloof noted that the Executive Board met last date and named Brother Bishop First Vice-President replacing Brother Hopkins who had resigned. Brother Pitts was named 2nd.Vice-President, and Brother Frazier was named as Inner Guard.

1985

 

On February 20th, the State Board meeting was held in Atlanta, Ga. First Vice President, Dan Bishop called the meeting to order. Secretary Stafford along with Dale Jablonski showed a video tape program about the “Kids” program which contained four 30-minute spots and it was decided to purchase the video tape program and the rights to the film at between $3,500 to $4,500 dollars. It was also suggested that we produce a video tape on the Georgia FOP.  Brother Pitts discussed the Easter Seals program and Brother Whitehead made a motion to donate $10,000 to be used for the Easter Seals camp to be built at Warm Springs, Ga. Brother Peacock noted that the Peace Officers Memorial would be held in Washington D.C. on May 15th. He also noted that the Southern States meeting would be hosted by Georgia on April 29th & 30th, at the Ramada Renaissance Hotel-Airport in Atlanta. Gold membership cards were presented to Brothers Peacock, Polak, Banks, Smith, and Stafford for their service with the state lodge for over 10 years each. Brother Johnson gave a brief up-date on the State Conference to be held in Columbus. He noted that the registration fee would be $20 per person.

 

On June 12th, thru 15th, the 16th Annual Conference was held in Columbus, Ga. at the Hilton Inn. The Conference was opened by President Maloof and a Memorial Service was preformed by the Ladies Auxiliary.  After the memorial service Brother Frazier spoke about the recent seminar held in Savannah and that more seminars would be held. Brother Frazier also passed out copies of the Wage Survey and that the response very good this year.  National President Dick Boyd spoke concerning National Legislation. David Gellatly, Chief of the Savannah Police Department spoke concerning legislation that should be supported by the FOP. National President Boyd introduced Brother Tom Possomate, State President of New Jersey State Lodge, and Pat Lynn, State Legislative Chairman, who spoke to the members about being on the Boyd ticket for National Treasurer.

Brother Peacock talked about the legal case of Brother Dan Kirby and recommended that the legal aid continue and that all actions and statements be sent to the State Attorney prior to implementation for his approval and that the State Attorney render assistance. The contest sponsored by Dale and the State Attorney about bringing in the most new members with a minimum of 25 was won by Sister Dot Owen of the Clayton County Lodge in the amount of $1,000.

The Conference Site for 1986 will be Savannah, Ga.

During the Post-Conference meeting it was decided that $800.00 be given to those attending the National Conference in Baltimore as expense money if they are attending at State Expense.  The possibility of hiring a lobbyist for the Georgia F.O.P. was also discussed. Brother Peacock made a motion to raise the State Attorney’s retainer from $300.00 per month to $600.00 per month.

 

On August 30th, a special called meeting of the State Board was held for the purpose of hiring a State Lobbyist for the State Lodge. Brother Bishop called the meeting to order. Two Lobbyists were invited to give presentations and they were John Thomas and Bill Alexander. After the presentations, it was decided to hire John Thomas and Associates as the State Lobbyist.

 

On October 19th, and 20th, the State Board meeting was held in Savannah. President Bishop called the meeting to order. President discussed the executive board meeting held on August 20th, and advised that a contract was signed with John Thomas and Associates to represent the Georgia F.O.P. as our lobbyist. President Bishop talked about the missing kids’ program and Brother Dyer made a motion to purchase 100,000 kid’s packets. Brother Bishop presented Past President Mike Maloof with a plaque for his service as State President.

1986

 

On March 15th, 1986, the State Board Meeting was held in Atlanta, Ga. President Bishop call the meeting to order and John Thomas, the new Lobbyist for the State Lodge, was introduced and spoke to the membership.  Mr. Jack Mathis, with Safe Ride, spoke to the membership concerning the Arrive Alive Program.  Secretary Stafford talked about the insurance being furnished to all Georgia FOP members in good standing being $2,000 with one company and $2,500 being with another company. A motion was made that the State Lodge carry at least $4,500 AD&D coverage on all members. Brother Frazier advised that he had mailed wage survey forms out thought-out Georgia and hoped for an even better response than last year. He also advised that last year’s survey was used by the legislature to draw up the minimum wage bill. Bother Pitts advised that the State Lodge was giving another $10,000 to the Easter Seals camp in Warm Springs. It was noted that the National Conference will be held next year in Mobile, Ala. and the room rates for the motel selected for the Georgia delegates will be $32.00 single and $36.00 for double.

The State Conference was held at the Desoto Hilton in Savannah, Ga. on June 4th, thru 7th. President Bishop called the meeting to order. Secretary Stafford gave his financial report and advised that we were spending more than we had received and that we need to draw up a budget to keep expenses down to a manageable level.  President Bishop introduced National Vice President Dewey Stokes who spoke to the membership. Brother L. S. Johnson introduced John Thomas our Lobbyist who updated the lodge on our legislative program. Brother Frazier talked about the wage survey and advised that out of 700 agencies only 366 returned the questioners and the cost of producing 750 surveys was $2,152.00.

Bro. Hartness spoke concerning a problem concerning territorial rights of the Fulton Co. Lodge and the East Point Lodge. The problem was being addressed.

At the Post-Conference meeting Brother Kinsman spoke about the FOP History Book and that he could not get any information from the local lodges. A discussion was held concerning a newsletter to me mailed out to all members and John Thomas offered to assist with the newsletter and that it would be worked on between the conference and the next state meeting. Brother Lowell Coffin, National lodge Guard spoke to the state officers.

 

On October 25th, 26th, the State Board meeting was held in Milledgeville, Ga. The meeting was called to order by President Bishop.
John Thomas gave a legislative report and introduced the new F.O.P. newsletter. He noted that there were five legislative goals for 1987.
1. Minimum salary bill.
2. Incentive pay bill.
3. Continued pay if a police officer is hurt in the line of duty.
4. Continued funding to the Indemnification Commission.
5. Establishment of a Police Appreciation week and Memorial Day during the
week of May 15th.

A finance committee was appointed consisting of Jim Pitts, Chairman, David Frazier and D. M. Stafford.  Brother Frazier advised that there would be a survival seminar in Savannah in April.  President Bishop presented plaques to Dale Jablonski, Jim Yemmer, and Russell Smith in appreciation of their awards to the F.O.P. member of the Year Contest. Legal Assistance Committee Chairman Bud Mote gave a report and recommendation on a request by the Americus Lodge. It was concerning the Cathy Parks case. The committee recommended $1996.54 in legal assistance. Brother Peacock asked that $100.00 be donated to Brother Pitts daughter to assist her as a candidate for Miss Teen Georgia in traveling to Kansas.

1987

 

On February 21st, and 22nd, the State Board meeting was held in Milledgeville, Ga. The meeting was called to order by President Bishop. Brother David Frazier advised that there will be a “Officers Survival Seminar” will be held in Savannah on April 11th and 12th. David also stated that he has received 300 responses to the wage survey so far and the survey would be ready by the State Conference in June. Brother Bud Mote talked about Legal Aid request his committee had received.

Request # 1: Legal aid was requested by East Point Lodge # 12 in the Terry Tanner case. After the case was outlined, it was the committee’s recommendation that a request for $455.00 be granted for a transcript of the case. 

Request # 2: East Point Lodge # 12 requested legal aid in the Audry Williams case. The committee recommended that $300.00 of a $400.00 attorney fee balance be paid by the State Lodge. 

Both requests were approved.

Request # 3: A request was made by Tracy Speck of the Macon Lodge for financial aid. The state attorney noted that the request was out or order and should not
be considered since the legal aid committee does not handle financial requests.

The newly formed budget committee met, and it will be ready for discussion at the upcoming State Conference.

 

On June 10th, thru 13th, the State Conference was held at the Northwest Atlanta Hilton Inn in Cobb County. President Bishop called the meeting to order. Officer’s reports were passed out and discussed. President Bishop discussed fund-raising for the FOP and talked about Solicitation within the State outside of local lodges. There were two Proposals one from B&B and one from Telcom. Brother Frank Roberts of Atlanta Lodge #8 made a motion that the Exec, Board be allowed to hire a solicitor, provided no solicitation be in any local area without that Lodge’s consent and it was approved. Attorney Hartness stated that a grievance had been filed by Atlanta Lodge, DeKalb Lodge, Fayette Co. Lodge, East Point Lodge against the Fulton Co Lodge over Solicitation Problems. President appointed committee of: Frazier, Copeland, Henderson,
Rose, McAlpin as a Grievance committee to report back to the Exec. Board or State Board, whichever meets first.  Brother Pitts, being from one of the Lodges will not make his normal appointments to the committee.

Day Two

Bud Mote announced that his committee had one request for legal aid from Milledgeville lodge #19 for $242.00 and it was approved. Brother Pitts talked about raising the per-capita from $2.00 to $4.00 with a by-law change and it was tabled until the budget was approved.

Brother David Frazier read the proposed budget and it was approved. The resolution was brought up from the table for a one-year assessment of an additional $2.00 per member and it was approved

At the post-conference meeting President Bishop asked for all lodges to send their membership list to include dates of birth to the new Secretary, Marlin Humphrey.

Brother Mike Banks of Dekalb County talked about next years conference at Stone Mountain. He stated that the cost of the rooms would be $65.00 double and $50.00 single.

Brother Horace W. Hodges, a Past President of the Alabama Fraternal Order of Police and the Sec/Tres. of the 1987 National Conference Committee, talked about the National Conference to be held in Mobile Alabama.

1988

 

On January 12th, and 13th, the State Board meeting was held in East Point, Ga. The meeting was called to order by President Bishop. Brother David Banks talked about the upcoming State Conference to be held in Stone Mountain Park on June 8th thru 10th. Brother Mote presented an award to Anita Thompson for her effort in the reactivating of the Tift Area Lodge. Brother Frank Roberts, of Atlanta Lodge #8, offered an amendment to the State Constitution increase per capita from $2.00 per member to $4.00 per member to be voted on at the next State Conference. John Thomas gave the legislative report on the upcoming section.

 

On June 8th, thru 12th, the 19th State Conference was held at the Stone Mountain Inn in State Mountain, Ga. After the Memorial service the meeting was called to order by Vice President Jim Pitts. Reports were given by members of the Executive Board. During the Easter Seals report by Brother J.D. Hawk a motion was made to donate $3,000 from the State Lodge to Easter Seals. During the Magazine report it was decided to let the Executive Board select the company for a new contract.

Day Two

The legal aid committee presented Officer Steve Pervey to the convention to explain his request for legal aid. After the presentation the request was denied. Brother Bill Peacock introduced National Trustee Jerry Atnip who addressed the membership. The legal aid committee recommended giving $500 to David Cole of Americus and to spend up to $2,500 in attorney fees in the Dixie Macaroy case. The buy-laws committee presented an amendment to the State Constitution to increase the per-capta from $2.00 to $4.00 and it was approved.

Bill Peacock commended Daddy Banks and made a motion to grant him the position of conductor emeritus with his expenses to be paid by the state to all state and National meetings and the motion was approved.

 

On October 15th, and 16th, the State Board meeting was held in Savannah, Ga. The meeting was called to order by President Bishop. Brother Frazier talked about this lodge’s problems with the county on the wage and hour law.  President Bishop talked about the upcoming National Convention in Oklahoma City and that a letter will be mailed to all lodges. Brother Bud Mote stated that his Membership committee had been traveling to the following towns in Georgia to make contacts and to introduce them to the FOP. The following are the areas his committee visited.

Secretary Humphrey gave an update on the upcoming newsletter to be mailed to all members.
Brother Bill Peacock talked about the National FOP President’s support of Vice President Bush for President of the United States.

1989

 

On June 15th, thru 18th, the 20th State Conference was held Hilton Hotel in Macon, Ga.  Macon’s Deputy Chief Charlie Bishop welcomed the members to the City of Macon. The meeting was called to order by Vice President Jim Pitts.

David Frazier made a motion to repeal a resolution that has a prohibition of any two members from the same Lodge holding any two of the top four offices and in its place a resolution that has a prohibition of any two members from the same Lodge from holding any two of the top three offices. The resolution was amended to repeal the resolution with no prohibition of any member to hold office regardless of which subordinate lodges he or she belongs.  The amended resolution passed.

J.D. Hawk advised that they had raised $12,400 this year for Easter Seals. He presented a plaque to Howard Billingslea and the Fulton County Lodge for their help on Easter Seals. Brother Bassett read and amendment to the State by-laws concerning changing the State Conference from every year to every other year between the National Lodge’s Conference. The amendment was to be placed on the ballot at the next conference. Brother Peacock advised that we start a fund in the name of “Daddy Banks Public Safety Memorial fund. Local Lodges donated $3,000 to start the fund.

Day Two

A Motion was made to authorize the board to investigate and enter into additional fundraisers and that no new solicitation shall be entered into by the state Board where a local lodge has solicitation without prior consultation with that lodge. The motion was approved.

On September 9th, a State President’s meeting was held. President Mote called the meeting to order. President Mote talked about action for generating adequate revenue to maintain current programs and benefits now provided by the state Lodge. He informed the Presidents of the signed contract for a Yearbook for the state Lodge. He advised the Presidents that we have sold the state Lodge’s vehicle and advised the Presidents that we will have to have a home solicitation program. Motion was made by Ken Johnson, President of Fulton
County Lodge #64 for the state Lodge to proceed with the home solicitation program.
Bill Peacock gave an update on the National Seminar that is to be held on November 4th, at the Holiday Inn in East Point. Secretary Humphrey passed out the next issue of the State Newsletter (The Watchful Eye).

 

On October 7th, and 8th, the State Board meeting was held in Albany, Ga. The meeting was called to order by Vice President Hawk. Immediate Past President advised that the Daddy Banks fund is now at $7,200. Brother Mike Banks talked about the upcoming State Conference which is to be held in Jekyll Island. Brother Ricky Rich advised that his committee is working on a State Brochure that will include information about the Fraternal Order of Police, it’s programs and information on setting up a new lodge.
